Dr Heather Murdoch, and colleagues from the MSI unit at Victoria School, Birmingham, have many years of experience in developing curriculum approaches for children who are deafblind / multi-sensory impaired.  In 2009, Heather structured and formalised these ideas into a curriculum document, with a view to sharing them more widely.

The curriculum addresses the particular learning needs of pupils with MSI who are working at P levels 1-8 - in order to give them the awareness, experience, understanding and learning skills they need to access National Curriculum programmes of study successfully. The issue of pupil progression is dealt with clearly and in a practical way.

The NatSIP workstream looking at outcome measures for CYP with MSI  (workstream 1A.2)  have produced this report.

There is an increasing focus on outcomes in all areas of SEND. NatSIP’s primary aim is to improve outcomes for children and young people with sensory impairments. NatSIP operates an annual benchmarking exercise addressing outcomes achieved by HI, VI and MSI learners who are in mainstream provision. Whilst there are an increasing number of MSI learners shown in this exercise, the majority of MSI learners fall outside this scope.


The aim of the workstream was to develop an outcomes framework to demonstrate the progress of multi-sensory impaired (MSI) learners with a focus on the MSI specific elements of learning, development and wellbeing that allow provisions to ensure that learner needs are supported. In the future, the outcome framework may be used to benchmark progress as an ‘add-on’ to the wider benchmarking exercise.

NatSIP workstream 6c, which has had a focus on the work of intervenors with deafblind/MSI young people, has published a the report Promoting independence: Intervenors and deafblind/MSI children and young people.

The report has been developed with support from a wide range of colleagues with MSI experience and is a guide for interventor service standards in education, health and social care. It is available in the NatSIP document library pdf here .
